Senior Fellow, Melbourne School of Government
Donald Speagle is a Senior Fellow at the Melbourne School of Government. He is currently undertaking a project on the Victorian Courts and Justice system and how the Department and wider Government can support and enhance their operation. Prior to joining the School in 2019, Donald was Deputy Secretary, Civil Justice in the then Victorian Department of Justice and Regulation from 2014 to 2018, following five years as Deputy Secretary, Federalism, Citizenship and Climate Change in the Department of Premier and Cabinet (including a 9 month secondment as Special Adviser to the Chief Commissioner of Police). From 2006-2009 he was Chief of Staff to the Vice-Chancellor of the University of Melbourne.
Donald previously had a number of other senior roles in the Department of Premier and Cabinet, including as Director, Policy and Strategy Projects. He began his career in the Victorian Public Service in the Department of Justice, before which he was a commercial lawyer at the firm formally known as Allens Arthur Robinson. Donald has a Master of Public Administration from the Kennedy School of Government at Harvard University, and is a Fellow of the Institute of Public Administration Australia (Victoria).
